Has poisoning been changed or were staves never poisonable? ...on a sidenote shouldn't a club hit speed be faster than the other one handed macefighting weapons that are metal as opposed to wood?

Staves are not supposed to be 'poisonable' and haven't been for some time. The reason why the club doesn't have a different speed is because it's the same class of weapon, so that no one weapon is 'better' than another.
