The manual talks about the druid grove for making rune bags and druid staffs. can anyone tell me where it is?

The mountain range where the entrance to dungeon Shame is located. Follow the mountain range all the way UP (northwest on most automap maps), and at the northernmost tip is the Druid Grove.

best to be moderately well developed before heading up there. lots of elementals and their ilk likely to be encountered on the way up. the other way round the mountains risks ophidians and their kin.
