Is it possible to buy these from the staff? I wanted to have a little garden and an animal area near my house.. Either that or is it possible to have the brit fields deeded?

Brit fields for farming are public, anyone can use them. Yes, you can have an animal pen next to your house. It costs 5K per fence tile.
