How do you get the oil from Benson again?

I have over 100 points and I gave him 10,000 gold; rather than giving me a magic oil he farted, called my mother a bad name and returned my gold. (He is a surly one, isn't he?)
Anyway, what are the actual requirements for getting a magic oil from Mr. Bad Attitude?

if you have 100 or more points, and 10k gold on you, you can just say buy and he should give you one of his uber cra--- errr super awesome concoctions
