I had to reformat my computer

Iinstalled UO, patched, got the files from web site but when I log on (put in account and password) I get dumped to the desktop

Seems like i say this alot, but when asking such questions these things are a must.

What version of windows? version of UP? Did you use Fat32 or NTFS? Had you also downloaded the WoD files? Is directX installed? Did you update all of your drivers(esp video)?

Have you got wodli.cfg there? Remember, by default Windows hides the extension.
