There is a package called charlimit.
You should be able to find it on the pol-scriptforum in the files section.

I use it on my WoD based shard to limit all players to just one character. (staff can have more) I made a slight mod to Drocket's oncreate script to wipe the bankbox when they delete their character and log in as a new one.
