Vesper Bank

Could we get the banker replaced in Vesper, please? There's been no banker at the bank for several days now, and it's no fun not being able to use my ATM card to bank where I live

I've also noticed that there are several NPC shopkeepers and guards missing from Vesper. Is this something intentional?
The Baker, the Butcher, and the two mage shopkeepers from the central eastern area (down by Marius' Mage shop home and the island just north of there) have been MIA for several days.
Three of the (normally) six guards in Vesper are also MIA.
And there's still no banker at the bank
