Scavenger hunt

I've been kicking around this idea in my head for a week or so. Anyway I need some suggestions on the rules. I'm attempting to make a level playing field, where [Young] and established players could play side by side or maybe 3 catagories [Young], established, and a 50/50 mix. Sadly the other problem I have is I have but a few humble things, and most likely would need some one to sponser such and event.

current ideas on the rules:
1)Teams of 4; followed by 2 judges
2)Each team member can start with short pants, plain shirt, 1 trade tool ( sewing kit, shovel, hammer, hatchet, etc. ), and you can start with a spell book, but no regeants. As there is no verification method this might require the honor system. No active buffs, no bandaids, no potions.
3) hatchets will be the only Lumberjacking tool allowed, and cannot be used offensively.
4) You can use anything you get off a mob, or create
5) to start collecting points you must ante 1000gp to the winners pot.
6) after the 1000 gp, you may also buy a bag of 50 each regular regeant, available at the central collecting point. 1200 gold. Perhaps the other regeants could be made available, also.
7) Points will be accumulated by collected the heads of mobs and turning them in. Each would have varying points.
8 ) You can use one tamed creature per member team still active.
9) Death leaves you unable to further assist your team
10) Your team has one hour to collect as many points as possible. Nothing will be accepted after one hour.
11) Winning team gets to split the ante's plus any sponsered items.
I have at some questions. Can druids create more then one staff for themselves? Are the above rules harsher on mages then tanks or archers?
Any suggested refinements?
Most importantly: An interest?
We could do this over a 24 hour period, allowing teams to run when the time for them and the judges are the best.
