Welcome aboard.
You probably want to spend a fair bit of time perusing the manual (there should be a link at the top of the page). That will answer your skills question I think, as well as explain the numerous things here that are very differnt from other player run shards and OSI.
You will probably want to print off the assorted dotcommands.
