Can anyone help me out with the fundamentals of creating exceptional clothing? I wanted to use a Benson potion on some cloth but get "it must be exceptional" so it won't work. I created a kilt but it's just a kilt and I can't seem to locate an upgrade option for this. Thanks all.

there is no way to create exceptional clothing at the moment. rumour holds that it may be possible down the road a ways but you know how rumours are

There will not be exceptional clothing until you can get something worse than a fine buff; or so I think.
