Does anyone know if paintings are dropped as loot from t-mapps guaurd quests ect? And what Monster drops them if they do?

Nope, you won't get paintings as a loot.
Npc decorator sells the plain ones(the "old" ones, not "zoomable" picture), one of those vendors can be found at britain provisioner shop.

Hmm last time I saw one of those for sale was on auction and someone actually had bid it up as 200k or so. They dont go cheap!
